Western Sydney Airport is preparing for its first full year of operations.
A buried colonial tunnel under the Allianz Stadium site pushed the Precinct Village past its completion date and into the 2027 Rugby World Cup.

The Sydney Football Stadium itself was finished on time and on budget: $828 million, opened August 2022, LEED Gold, and named NSW Development of the Year. The precinct around it has not finished at all. A buried colonial water tunnel discovered beneath the site pushed the Precinct Village and Carpark from a target of August or September 2026 completion into the end of 2026, and then into the 2027 Men's Rugby World Cup that Allianz Stadium is due to host.
Venues NSW has now asked the Sydney Major Projects Planning Panel for permission to work around the problem, and has told the local committee it will stop construction entirely during the tournament. The agency's own staging report to the panel describes this as "the prudent course of action."
The cause is documented in Venues NSW's staging report to the Department of Planning under the State Significant Development consent for the precinct. It cites "a revised construction methodology to address construction delays encountered following the discovery of Busby's Bore shaft and tunnel."
Busby's Bore is a hand-dug tunnel from 1820s Sydney, part of the Darcy chain of water tunnels running from the tank stream below the CBD to Rose Farm at Balmain. Finding one under a stadium site in 2026 is unremarkable as archaeology and expensive as engineering.
The timetable consequences are specific. The Precinct Village completion moved from August or September 2026 to the end of 2026, on the minutes of the Sydney Football Stadium Community Consultative Committee of 14 May 2026, which recorded: "Original program was for August/September 2026 completion. Current completion date is now end of the year. Both extended working hours and construction sequencing are being considered to reduce construction time."
The carpark is being expanded from the 540 spaces approved under the original consent toward up to 1,500 spaces, with BESIX Watpac appointed principal contractor by Venues NSW.
The Rugby World Cup is due at Allianz Stadium in October 2027, with an exclusivity period running approximately mid-September to mid-November that year. Venues NSW's report states that the requirement is "to avoid an expansive construction site during the Men's Rugby World Cup 2027 which is proposed to be hosted at Allianz Stadium in October 2027."
The agency's reasoning is worth reading plainly, because it concedes the problem. Rather than manage the site, Venues NSW chose to suspend it: the staging report says it has "opted to explore how to best ensure the site is amenity and public domain is optimal during World Cup fixtures," concluding that "temporary cessation of construction activities and delivery of an 'interim state' is the prudent course of action."
A 2027 Rugby World Cup will be played in front of a construction site that was due to be finished more than a year earlier. The precinct that would have handled the crowd will instead be an interim state.
Recovering time required working hours to change. Venues NSW proposed one additional earlier start Monday to Saturday, extended hours to 3pm on Saturdays, and no Sunday work at all. The Community Consultative Committee supported the revised proposal on that basis.
The local cost is documented as well. Moore Park Road footpaths and the westbound lane were closed for seven days between 10am and 3pm from 17 to 26 June, and two trees were removed.
The proposal to the planning panel sets out five construction stages against three occupation certificates. Above-ground structure and services were programmed from December 2025 to May 2026, with the balance of works except the Tennis Clubhouse, Retail Pavilion buildings and Pavilion canopy running March to December 2026 on a temporary floor finish. The Tennis Clubhouse, Retail Pavilion and canopy follow twelve months from December 2027. Occupation certificates for the West Carpark and Plaza and for the balance of works were signalled for October and December 2026, with a third in December 2028.
The panel is being asked to approve the revised programme, not to revisit the stadium. The staging report is on the NSW Planning Portal as part of the Sydney Football Stadium redevelopment consent, and neighbourhood impacts are logged through the Community Consultative Committee minutes.
