Eighteen teams means the Perth Bears in 2027 and a documented push for a twentieth. Peter V'landys has raised 22 and floated a conference system.

The Perth Bears debut in the NRL in 2027, funded by $65.6 million over seven years from the Western Australian government, and the competition is already discussing what comes after that. ARLC executive chair Peter V'landys has publicly raised the possibility of 22 teams and floated a conference system that could separate a Sydney conference from a national and expansion conference.
For Sydney clubs the expansion question is about playing stocks rather than match counts.
The Bears are the 18th NRL team, established by the league and handed to members after five years, playing at HBF Park. It is the first professional rugby league in Western Australia since the Western Reds exited in 1997, and the name derives from the North Sydney Bears, a founding club of the 1908 league.
Mal Meninga is inaugural head coach and Anthony De Ceglie chief executive, with the club having set a goal of selling out every game in its first season.
Confirmed fixtures for 2027 so far: the opening round in Las Vegas on Saturday 27 February, Sunday 28 February AEDT, with Melbourne against Wests Tigers and Parramatta against Gold Coast Titans, plus a Super League fixture. The Magic Round expands to nine games over three days at Suncorp with no bye round. The Warriors ANZAC Round game is at Eden Park on 25 April. State of Origin Game 2 is at Eden Park on 16 June, the first Blues against Maroons match in New Zealand.
The Bears are not in the Vegas opener, and their Round 1 opponent is unannounced. Origin Games 1 and 3 and the grand final dates are also unannounced.
A Papua New Guinea-based team enters in 2028, funded by $600 million from the federal government. Beyond that, reporting indicates the ARLC carries a penalty clause in its $5.3 billion broadcast deal deducting $20 million per season, up to $120 million, if a twentieth team is not added from 2029. Bids have come from consortiums in Christchurch, Hamilton and Wellington, plus Ipswich and Central Queensland.
That broadcast clause is not in any public document and should be treated as reported rather than established. V'landys's own position is on the record: "Absolutely. Why stop if it is successful?"
South Sydney signed a new four-year venue deal with Venues NSW in March 2026, moving from nine Sydney home games to 12. The split is seven at Accor Stadium and four at Allianz Stadium in 2027, shifting to seven and five from 2028 through 2030.
Wests Tigers will play six games in South West Sydney in 2027, the most since 2002, under a 15-year agreement with Campbelltown City Council underpinned by a $50 million stadium redevelopment, rising to seven games there from 2029. Four more games are at CommBank Stadium, including the Easter Monday match against Parramatta.
Expansion pressure on clubs is a player-draft problem. Tasmania enters in 2027, which the Giants have framed as improving their draft position, and an expansion side draws from the same player pool.
The 2026 Grand Final at Accor Stadium on 4 October drew 80,814, with Sydney Roosters beating Newcastle Knights 19-18 on a Daly Cherry-Evans field goal for the Roosters' 16th premiership. Aggregate regular-season attendance reached 4,502,688 across 213 matches at an average of 21,858, the highest in first-grade history.
Note that Accor Stadium's capacity has been reduced following installation of a new southern video screen, so current crowds sit below the 2019 record of 82,922.
